15.20.0: Control scroll alignment on each axis

Set scrollBehavior independently for each axis block and inline so action commands can align vertically and horizontally on their own terms. This release also reverts a regression that scrolled already-visible elements sideways and fixes a renderer crash that could happen during visibility checks on text-heavy pages.
