16.1.1: Fixes for cy.clock(), TypeScript types, and dependency security

Idle callbacks your app cancels while cy.clock() is installed no longer run on the next cy.tick(), and TypeScript now accepts options and arguments that cy.clock() and six other commands already supported at runtime. Cypress 16.1.1 also upgrades axios, form-data, and proxy-addr to address CVEs reported in security scans.
