Fetch Cypress Accessibility results in Buildkite CI

The Accessibility Results API now supports Buildkite. Call getAccessibilityResults to pull your latest run's results and decide whether to fail the build when new violations appear; Buildkite joins GitHub Actions, GitLab, CircleCI, and Jenkins.
